Shouichi encounters a teenage girl called Sayaka, who ran away from a military facility because of an attack by the Ant Lords. Sayaka has a supernatural ability to foresee the future. Risa Fukami, of the military group GA, wants to use that power to enhance the newly-made G4 System, which was based upon designs stolen from Ozawa. Now, Agito and Gills must fight to stop the Ant Lords' attack, as G3 and G4 settle their score.
ToQger vs. Kyoryuger will see the twelve rangers from both teams join forces to fight against an evil super giant. They must also save the Galaxy Line, which is falling from space. To make matters worse, the five main ToQgers are turned into children by a Shadow Monster.

The U.N.G.C.C. (United Nations Godzilla Countermeasure Center) recovers the remains of Mecha-King Ghidorah and construct Mechagodzilla as a countermeasure against Godzilla. Meanwhile, a giant egg is discovered along with a new monster called Rodan. The egg is soon found to be none other than an infant Godzillasaurus.

An expedition in the South Pacific lands on a tropical island where the natives worship the mysterious deity Gappa. An earthquake opens up an underground cavern and a baby reptile is discovered inside. The natives warn the foreigners to leave the hatching alone, but they don't listen and take it back to a zoo in Japan. Soon after, moma and papa Gappa start smashing Tokyo looking for their kidnapped child.

The special opens with Tachibana Tōbei taking some children to a Kamen Rider roadshow.
